PUBLIC NOTICE COUNTY OF HAWAII DRAFT 2020-2024 CONSOLIDATED PLAN (CP)and Action Plan (AP) FOR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM Pursuant to 24 CFR Part 91, the County of Hawaii’s Office of Housing and Community Development (OHCD) has developed and published its draft 2020-2024 Consolidated Plan (CP) and 2020 Action Plan (AP) for the U.S. Department of Housing and Urban Development’s CDBG Program and is providing affected citizens an opportunity to examine its contents and to submit comments on the draft Plans. COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM The County of Hawai’i anticipates that the County’s total 2020 CDBG allocation is $2,500,000.00. In addition the County also anticipates receiving $100,000.00 of additional program income from the Residential Emergency Repair Program and the return of $28,816.34 from the West Hawaii Emergency Shelter Certified Kitchen project for a total $2,628,816.34 of CDBG monies. To meet the County’s five (5) year CP, Priorities and Objectives, the following projects will be included in the 2020 Action Plan. 2020 CDBG Projects Amount Mental Health Kokua Facility Sewer Connection $ 220,000.00 Kiheipua Emergency Shelter Certified Kitchen $ 388,175.00 Construction Kaiaulu O’ Waikoloa Rental Housing Off Site $ 800,000.00 Infrastructure Improvements Hale Maluhia Emergency Shelter Accessibility $ 488,692.34 Improvements Residential Repair- Homeowner Loan Program $ 231,949.00 Administration, Planning&Fair Housing ___________________ $ 500,000.00 Total $ 2,628,816.34 The CDBG project amount for all projects may change to accommodate the actual amount of grant funds or program income received or if there are any cancelled project(s) or reprogramming of CDBG funds. The OHCD will consider any comments and views expressed by citizens on the proposed 2020-2024 CP/AP and may modify the Plans, if it deems appropriate. Citizens who wish to comment on the proposed plan must submit their comments in writing or fax (808/961-8685) to the OHCD by March 23, 2020, in order for the Hawai’i County Finance Committee and Hawai’i County Council to consider them in their approval of the final 2020-2024 CP/AP. The Hawai’i County Finance Committee and Hawai’i County Council will be meeting on April 7, 2020 and April 22, 2020 respectively. As required by the Housing and Community Development Act of 1974, a Plan to Minimize Displacement and the County’s Final Annual Community Assessment Report for its program year 2018 with HUD will also be available for public review at the OHCD in Hilo and Kailua-Kona.
