NOTICE OF PUBLIC INFORMATIONAL BRIEFING LEASEHOLD DEVELOPMENT OF A SINGLE-FAMILY DWELLING ON HHFDC VACANT LOT AND CONVEYANCE IN LEASEHOLD TO AN AFFORDABLE LESSEE AT HOOPUNI AND KUMUKOA STREETS MOHOULI SUBDIVISION, SECTION I, WAIAKEA, SOUTH HILO, HAWAII TAX MAP KEY NO. (3) 2-4-059: 032 The Hawaii Housing Finance&Development Corporation (HHFDC) will hold a virtual informational briefing at the date and time listed below to discuss HHFDC’s intent to enter into a development agreement with Habitat For Humanity Hawaii Island, Inc. (Habitat) for the development of a single-family dwelling on HHFDC’s vacant house lot at the western corner of Hoopuni and Kumukoa Streets, in the Mohouli Subdivision, Section I, Waiakea, South Hilo, Hawaii, Tax Map Key No. (3) 2-4-059: 032 (House Lot), by the conveyance in leasehold of the House Lot to a qualified resident buyer approved by HHFDC and Habitat and construction of a single family dwelling thereon by Habitat (Project): January 27, 2021, 5:00- 6:00 p.m. Virtual Meeting. Requirements for the Project include, but may not be limited to the following: 1. The Property is to be conveyed in “AS-IS, WHERE-IS” condition; 2. The term of the lease will be for 65-years and the affordable lease rent is $1.00/year payable in advance; 3. The buyer must be a qualified resident, defined as: (1) Is a citizen of the United States or a resident alien; (2) Is at least eighteen years of age; (3) Is domiciled in the State and will physically reside in the proposed dwelling unit; (4) Has a gross income sufficient to qualify for the loan to finance the purchase; and (5) Is a person, spouse or household member, who individually or together with such person’s spouse or household member, does not own a majority interest in fee simple or leasehold lands suitable for dwelling purposes or a majority interest in lands under any trust agreement or other fiduciary arrangement in which another person holds the legal title to the land; except when husband and wife are living apart under a decree of separation from bed and board issued by the family court pursuant to Section 580-71, HRS; 4. The buyer shall have a total household income at 80% or below the HHFDC established HAWAII COUNTY INCOME SCHEDULE BY FAMILY SIZE based on the U.S. Department of Housing and Urban Development area median income (e.g., for 2020, the income limit for a family of 3 is $60,000, and for a family of 4 is $66,640); 5. The approved buyer shall comply with HHFDC’s buy-back program and shared appreciation (SAE) agreement requirements; 6. The lessee must be an owner-occupant of the Property according to the buyback and SAE requirements and to preserve the affordable lease rent; 7. The Property is classified as ceded land so 20% of all funds the lessee derives from the Property, other than for affordable housing, shall be due to HHFDC as additional lease rent; 8. The lease rent will increase for any un-permitted transfer as described in the lease; 9. The approved buyer and Habitat will enter into a contract to construct a single family home on the Property pursuant to Habitat’s self-help housing program, subject to HHFDC’s approval; 1O. Registered persons will be sent an invitation to the online meeting via MS Teams.
