NOTICE OF PROPOSED WATER POLLUTION CONTROL PERMIT FOR NAALEHU QUARRY NPDES PERMIT NO. HI S000618 DOCKET NO. HI S000618 August 5, 2021 The State Department of Health (DOH) tentatively proposes, subject to public comments, to issue a National Pollutant Discharge Elimination System (NPDES) permit to discharge: storm water associated with industrial activity (rain water runoff from the facility and offsite rain water runoff that flows through the facility, potentially coming into contact with industrial machinery, stockpiles, etc.); and certain non-storm water, as identified in Appendix 1 of the draft permit, from the proposed Naalehu Quarry to receiving State waters, subject to conditions, limitations, and requirements in the NPDES permit and in accordance with State water pollution control law contained in Hawaii Administrative Rules Chapters 11-54 (Water Quality Standards) and 11-55 (Water Pollution Control) to: ALII BED ROCK LLC The proposed permit for the new discharge will expire five (5) years from its effective date and will only authorize those discharges explicitly identified in the permit. The Permittee will be responsible for obtaining all other County, State, and/or Federal permits, licenses, and/or approvals as required by law. The facility is located at TMK No. 3-9-5-007:029, Naalehu, Island of Hawaii, Hawaii. The proposed facility is a stone quarry. The receiving water, Unnamed Dry Gulch is designated by the DOH as a Class 2 Inland Waters. Beneficial uses of Class 2 Inland waters include recreational purposes, the support and propagation of aquatic life, and agricultural and industrial water supplies. Persons wishing to comment upon or object to the proposed NPDES permit or to request a public hearing, should submit their comments or requests in writing no later than 30 calendar days after the date of this notice, either through E-mail at: cleanwaterbranch@doh.hawaii.gov or by mail at P.O.
