Bill Nos. 66, 71, 72, 73, and 74 I hereby certify that the following Bills passed first reading at the meeting of the Hawai’i County Council on October 6, 2021, by vote as listed below: Bill 66: Amends Chapter 15, Article 7, Section 15-63, of the Hawai’i County Code 1983 (2016 Edition, as Amended), Relating to the Veterans Advisory Committee. Replaces “chairman” and “vice chairman” with “chairperson” and “vice chairperson” and requires the chairperson to have served in the United States Uniformed Services. Ayes: Council Members Chung, Inaba, Kierkiewicz, Kimball, Lee Loy, Villegas, and Chair David 7; Noes: None; Absent: Council Members Kaneali’i-Kleinfelder and Richards 2; Excused: None. Bill 71: Amends Ordinance No. 21-38, as Amended, the Operating Budget for the County of Hawai’i for the Fiscal Year Ending June 30, 2022. Appropriates revenues in the Federal Rural Placemaking Innovation Challenge account ($225,000); and appropriates the same to the Rural Placemaking Innovation Challenge account. Ayes: Council Members Chung, Kierkiewicz, Kimball, Lee Loy, Villegas, and Chair David 6; Noes: None; Absent: Council Members Inaba, Kaneali’i-Kleinfelder, and Richards 3; Excused: None. Bill 72: Amends Ordinance No. 21-39, as Amended, Relating to Public Improvements and Financing Thereof for the Fiscal Year July 1, 2021, to June 30, 2022. Adds the following Environmental Management Wastewater Treatment Facilities, Generators projects to the Capital Budget: Federal Emergency Management Agency ($1,377,000) and County ($459,000). Funds for this project shall be provided from General Obligation Bonds, Capital Projects Fund Fund Balance and/or Other Sources ($459,000) and Federal Grants Receivable ($1,377,000). Ayes: Council Members Chung, Inaba, Kaneali’i-Kleinfelder, Kierkiewicz, Kimball, Lee Loy, Villegas, and Chair David 8; Noes: None; Absent: Council Member Richards 1; Excused: None. Bill 73: Amends Ordinance No. 21-38, as Amended, the Operating Budget for the County of Hawai’i for the Fiscal Year Ending June 30, 2022. Appropriates revenues in the Federal Fire Management Assistance Grant Mana Road Fire account ($1,000,000); and appropriates the same to the Fire Management Assistance Grant Mana Road Fire account. Ayes: Council Members Chung, Inaba, Kaneali’i-Kleinfelder, Kierkiewicz, Kimball, Lee Loy, Villegas, and Chair David 8; Noes: None; Absent: Council Member Richards 1; Excused: None. Bill 74: Amends Ordinance No. 21-38, as Amended, the Operating Budget for the County of Hawai’i for the Fiscal Year Ending June 30, 2022. Appropriates revenues in the Federal Staffing for Adequate Fire and Emergency Response account ($487,728); and appropriates the same to the Staffing for Adequate Fire and Emergency Response account.
