NOTICE OF PUBLIC HEARING
Pursuant to Chapter 91, Hawaii Revised Statutes, notice is hereby given that the Department of Land and Natural Resources (DLNR), State of Hawaii, will hold a public hearing on proposed amendments to Hawaii Administrative Rules (HAR) Title 13, Chapter 256, Ocean Recreation Management Rules and Areas, Subchapter 11, West Hawaii Island Ocean Recreation Management Area, Section 13-256-152, Kahaluu Bay ocean waters, regarding commercial surfing instruction, including a map exhibit and technical amendments.
The meeting will be held on Hawaii Island at the West Hawaii Civic Center Community Meeting Hale, 74-5044 Ane Keohokalole Highway, Kailua-Kona, HI 96740 on Friday, October 14, 2022 from 10:00am to 12:00pm. All interested parties are invited to participate and present testimony on the proposed amendments, either verbally in-person or in writing. Meeting locations are disability accessible. For special needs (large print, sign language interpreter, etc.), contact the Division of Boating and Ocean Recreation (DOBOR) Hawaii District Office as specified below at least five working days prior to the stated date and time of the public hearing.
Persons wishing to provide verbal testimony must sign in with DLNR staff no later than 30 minutes after the stated start time of the public hearing. Public hearings will conclude at the stated end time or when the last verbal testifier has finished, whichever comes first. Emailed and mailed testimony may be sent to the DOBOR Hawaii District Office as specified below and may be sent at any time up to five working days after the public hearing.
The proposed rule amendments may be viewed online at the DOBOR website (https://dlnr.hawaii.gov/dobor/draft-rules) or in person from 8:00am to 3:30pm, Monday through Friday, excluding state holidays, at the DOBOR Hawaii District Office as specified below.
Persons may request a hardcopy of the rule proposal; a copy charge of $0.50 per page will apply. Hardcopies can be mailed upon receipt of a valid request, mailing information, and payment of copy and postage charges. Requests must be made by phone, in person, or in writing to the DOBOR Hawaii District Office as specified below.
