NOTICE OF CONSULTATION SECTION 106 OF THE NATIONAL HISTORIC PRESERVATION ACT OF 1966 AS AMENDED (2006) HAWAII BELT ROAD, SEISMIC RETROFIT OF KAHOLO STREAM BRIDGE AHUPUAA OF NIUPEA/KEALAKAHA AND KAIWIKI, HAMAKUA MOKU, HAWAII ISLAND FEDERAL-AID PROJECT NUMBER: BR-019-2(072) HAWAII BELT ROAD RIGHT-OF-WAY (ROW) AND TAX MAP KEYS (3) 4-1-002:004, 010, AND 011 Notice is hereby given that the Federal Highway Administration (FHWA) and the State of Hawaii Department of Transportation (HDOT) propose a seismic retrofit project involving Kaholo Stream Bridge in Laupahoehoe on Hawaii island. The bridge carries Hawaii Belt Road (State Route 19) over Kaholo Stream at milepost 30.9. This federally funded project is considered a federal action and undertaking, as defined by Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended (2006). Seismic retro?t of Kaholo Stream Bridge involves replacing the existing rocker bearings with bearing pads on raised concrete shelves; replacing construction joints; and installing leveling pads and downturn shock transmission units. Retrofit activities also include installing micropiles and replacing shotcrete and concrete bridge support systems. Access to the bridge’s substructure will require the temporary removal of metal guardrails, and grading of two temporary access roads. Guardrail will be replaced upon construction completion. The proposed Area of Potential Effects (APE) is comprised of Kaholo Stream Bridge structure itself, property below the bridge (both upstream and downstream), areas to accommodate temporary access routes on either side of the bridge, as well as potential stockpiling, storage, and staging areas. In all, the APE is approximately 5.7 acres (as shown in the map below), and includes the following parcels, listed by tax map key and owner: Hawaii Belt Road ROW: State of Hawaii, 4 acres; (3) 4-1-002:004: State of Hawaii, 1.04 acres; (3) 4-1-002:010: Bishop Estate/Kamehameha Schools, 0.3 acre (for staging, stockpiling and access). (3) 4-1-002:011: Bishop Estate/Kamehameha Schools; 0.3 acre (for staging, stockpiling and access.
