PROPOSED LAND DISPOSITION OF
HAWAIIAN HOME LANDS FOR A
COMMUNITY-BASED RENEWABLE ENERGY SOLAR PROJECT
AT KALAOA ON THE ISLAND OF HAWAI’I

Public Notice is hereby given that the Hawaiian Homes Commission will hold two (2) public hearings, pursuant to Hawai’i Revised Statutes Section 171-95.3. Each hearing will present the same information. Hawaiian Home Land beneficiaries and members of the public are invited to attend one of the public hearings in person or virtually:

The Public Hearings will provide information and receive comments on a proposed community-based renewable energy solar project on Department of Hawaiian Home Lands (DHHL) land in Kalaoa, Hawai’i Island. Nexamp Solar, LLC, a Delaware limited liability company, is requesting a Right-of-Entry Permit (for up to three years) for due diligence purposes, and a conditional long-term General Lease (25 years with the option to extend), for 19.33 acres to develop a solar plus battery storage project that would generate up to 3 megawatts (MW) of energy. Already Approved: In October 2022, the Commission approved Nexamp Solar, LLC’s request for a Right-of-Entry Permit for due diligence purposes and a conditional long-term General Lease (25 years with the option to extend) for 27.6 acres at Kalaoa which allows the development of one (1) 3MW solar plus battery storage project.

Pending Approval: At the scheduled Public Hearings, DHHL will provide information and receive comments on Nexamp Solar, LLC’s request for a
Right-of-Entry Permit (for up to three years) for due diligence purposes and a conditional long-term General Lease (25 years with the option to extend) for an additional 19.33 acres to develop a second 3MW solar plus battery storage project. If the additional acreage is approved, Nexamp Solar LLC would develop two (2) “co-located” solar plus battery storage projects, encompassing a total of 46.93 acres of land at Kalaoa that would generate a total of up to 6MW of energy.

Public Testimony on Agendized Items can be provided either as: (1) in person at the meeting location, by filling out a form at the reception table, (2) written testimony mailed to Commission Testimony, P.O. Box 1879, Honolulu, HI, 96815, or emailed to DHHL.icro@hawaii.gov by March 24, 2023, or (3) live, oral testimony online by joining the Zoom meeting and relabeling your profile to include the agenda item you wish to testify on. Please keep your computer muted and your camera off until you are called. You will need a computer with internet access, video camera and microphone to participate. Testimony may be limited to a maximum of three (3) minutes per person.
