NOTICE OF CONSULTATION SECTION 106 OF THE NATIONAL HISTORIC PRESERVATION ACT OF 1966 AS AMENDED (2006) IMPROVEMENTS TO THE INTERSECTION OF BAYFRONT HIGHWAY (HAWAII BELT ROAD, ROUTE 19) AND WAIANUENUE AVENUE (STATE ROUTE 200) HAWAII ISLAND, HILO FEDERAL-AID PROJECT NUMBER: HWY-H-02-22 TAX MAP KEY(S): (3) 2-3-003, -004 Notice is hereby given that the Federal Highway Administration (FHWA) and the State of Hawaii Department of Transportation (HDOT) propose the improvements to the intersection of Bayfront Highway and Waianuenue Avenue. This federally funded State project is considered a federal action and undertaking, as defined by Section 106 of the National Historic Preservation Act (NHPA) of 1966 as amended (2006). The project is intended to improve overall maneuverability of vehicles through the intersection and other roadways feeding into the intersection, and to provide safer conditions for pedestrians and bicyclists. The undertaking includes reconstruction of roadways to add a roundabout, sidewalks, roadway crossings, drainage improvements, reconfiguration of parking, new highway lighting, electrical infrastructure relocations, signage, pavement markings, pedestrian signals, crosswalks, landscaping, traffic management devices, and other utility adjustments as required. The proposed Area of Potential Effect is about 4.95 acres that includes a portion of the Bayfront Highway abutting Hilo Bay and extending into Kamehameha Ave. Pursuant to Section 106 of the NHPA, Native Hawaiian Organizations and Native Hawaiian descendants with ancestral, lineal / cultural ties to cultural knowledge or concerns for, the cultural / religious attachment to the proposed project area, or other individuals and organizations with demonstrated interest or historic preservation interest who would like to participate in the Section 106 process for the proposed project are requested to contact Mr. Robert Sun via email at Robert.Sun@hawaii.gov or by U.S. Postal Service to Hawaii department of transportation Highways Division, 601 Kamokila Blvd., Room 688, Kapolei, Hawaii 96707.
