Bill 66 (Draft 2): Amends Chapter 5, Article 4, Section 5-4-3, of the Hawai’i County Code 1983 (2016 Edition, as Amended), Relating to Installation of Photovoltaic Systems. Amends Subsection (f) by requiring a professional electrical engineer licensed in the State of Hawai’i to prepare, design, and stamp electrical design drawings and specifications for residential photovoltaic systems if the system exceeds 10 kilowatts. Ayes: Council Members Evans, Galimba, Inaba, Kagiwada, Kaneali’i-Kleinfelder, Kierkiewicz, Villegas, and Chair Kimball – 8; Noes: Council Member Lee Loy – 1; Absent: None; Excused: None.

Bill 67: Amends Ordinance No. 23-50, as Amended, the Operating Budget for the County of Hawai’i for the Fiscal Year Ending June 30, 2024. Appropriates revenues in the Federal Grants – Broadband Equity Access and Deployment Planning Funds-Federal account ($100,000); and appropriates the same to the Broadband Equity Access and Deployment Planning Funds-Federal account ($100,000). Ayes: Council Members Evans, Galimba, Inaba, Kagiwada, Kaneali’i-Kleinfelder, Kierkiewicz, Villegas, and Chair Kimball – 8; Noes: None; Absent: Council Member

Bill 68: Amends Ordinance No. 23-50, as Amended, the Operating Budget for the County of Hawai’i for the Fiscal Year Ending June 30, 2024. Appropriates revenues in the Federal Grants – Affordable Connectivity Outreach Grant Program account ($175,000); and appropriates the same to the Affordable Connectivity Outreach Grant Program account. Ayes: Council Members Evans, Galimba, Inaba, Kagiwada, Kaneali’i-Kleinfelder, Kierkiewicz, Villegas, and Chair Kimball – 8; Noes: None; Absent: Council Member Lee Loy – 1; Excused: None.

Bill 69: Amends Ordinance No. 23-50, as Amended, the Operating Budget for the County of Hawai’i for the Fiscal Year Ending June 30, 2024. Increases revenues in the Federal Grants – National Criminal History Improvement Program account ($580,000); and appropriates the same to the National Criminal History Improvement Program account. Ayes: Council Members Evans, Galimba, Inaba, Kagiwada, Kaneali’i-Kleinfelder, Kierkiewicz, Lee Loy, Villegas, and Chair Kimball – 9; Noes: None; Absent: None;Excused: None.

Bill 70: Amends Ordinance No. 23-50, as Amended, the Operating Budget for the County of Hawai’i for the Fiscal Year Ending June 30, 2024. Appropriates revenues in the Home Program – Tenant-Based Rental Assistance Fraud Recovery Income account ($5,000); and appropriates the same to the Tenant-Based Rental Assistance Fraud Recovery Income account. Ayes: Council Members Evans, Galimba, Inaba, Kagiwada, Kaneali’i-Kleinfelder, Kierkiewicz, Lee Loy, Villegas, and Chair Kimball – 9; Noes: None; Absent: None; Excused: None.

Bill 71: Amends Ordinance No. 23-50, as Amended, the Operating Budget for the County of Hawai’i for the Fiscal Year Ending June 30, 2024. Increases revenues in the Block Grant Program Income account ($150,000); and appropriates the same to the West Hawai’i Emergency Shelter and Facility Energy Efficiency Improvements account, bringing the total appropriation to $300,000.
