COUNTY OF HAWAII 2024 ACTION PLAN (AP) FOR THE
2020-2024 CONSOLIDATED PLAN (CP) WITH THE U.S DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD)
The Hawaii County Council has approved the submittal of the County of Hawaii’s 2024 Annual Action Plan (AP) with the U.S. Department of Housing and Urban Development (HUD) and has authorized the Mayor to execute and submit its 2024 AP to HUD for its Community Development Block Grant (CDBG) program, HOME Investment Partnership (HOME) program, National Housing Trust Fund (HTF) program, and Emergency Solutions Grants (ESG) program.
2024 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM
The County of Hawaii’s 2024 CDBG allocation is $2,679,156.00. Any program income (PI) received from the Residential Emergency Repair program will be applied to Administration, Planning, and Fair Housing. To meet the County’s five (5) year CP, Priorities and Objectives, the following projects were included in the 2024 Action Plan:

Hawaii County Economic Opportunity Council – Accessibility
and Renovation Improvements for Certified Kitchen $ 622,725.00
ARC of Hilo – Hale Ulu Hoi III Apartment Exterior Improvements $ 75,000.00
Hale Ohana Domestic Abuse Shelter – Renovations and
Security Improvements $ 105,000.00

The CDBG project amount for all projects may change to accommodate the actual amount of grant funds or PI received or if there are any canceled project(s) or reprogramming of CDBG funds. In its efforts to expedite and timely implement its projects, the public is advised that the County of Hawaii may utilize County funds for the Puna Volunteer Fire Station Brush Truck Acquisition project to incur pre-award cost in the amount no greater than $370,000.00 under CDBG regulations 24 CFR 570.200(h)(1), Reimbursement for pre-award costs.
2024 HOME INVESTMENT PARTNERSHIPS (HOME) PROGRAM
The State of Hawaii is required to submit its 2020-2024 CP and 2024 AP to HUD for the 2024 HOME program. The County of Hawaii will receive $2,850,000.00 for the 2024 HOME program.

CHDO Allocation $ 450,000.00

Total $ 2,850,000.00
The amount for the HOME projects may change to accommodate the actual allocation of HOME funds, PI received, or if there are any canceled projects or reprogramming of HOME funds. The Administration amount may change to the actual allocation of Administration funds received from the State.
NATIONAL HOUSING TRUST FUND (HTF) PROGRAM
The State of Hawaii is required to submit its 2020-2024 CP and 2024 AP to HUD for the 2024 HTF program. The County of Hawaii will receive $2,987,591.00 for the 2024 HTF program.

The amount for the HTF projects may change to accommodate the actual allocation of HTF funds, PI received, or if there are any canceled projects or reprogramming of HTF funds. The Administration amount may change to the actual allocation of Administration funds received from the State.
EMERGENCY SOLUTIONS GRANTS (ESG) PROGRAM
In PY2024, the County of Hawaii is receiving a direct allocation of ESG funds in the amount of $271,806.00. Funds will be utilized for homeless services and prevention.

As required by the Housing and Community Development Act of 1974, as amended, the County’s 2024 AP will be available at www.hawaiicounty.gov/cdbg for public review from June 10, 2024 to June 17, 2024, and at the following locations Monday through Friday, 7:45 a.m. to 4:30 p.m., excluding holidays.
