NOTICE OF PUBLIC HEARING

Pursuant to Sections 91-3 and 92-41, Hawaii Revised Statutes, notice is hereby given that the Department of Accounting and General Services will hold a public hearing on proposed amendments to Hawaii Administrative Rules (HAR) Title 3, Chapter 30, Rules Governing Parking on State Lands: Section 3-30-1 Definitions; Disabled persons parking placard, Section 3-30-8 Schedule A Monthly Permittee Parking Rates, Section 3-30-8 Schedule B Public Hour Parking Rates, Section 3-30-12 Cancellation of parking permit upon change of work site, Section 3-30-13 Cancellation of parking for official leave of absence, Section 3-30-14 Special function and minimal parking permits, Section 3-30-19 Violations and penalties, and the adoption of a new section for Stall-sharing criteria and restrictions. A brief description of the proposed rules is listed below.

CHAPTER 3-30-1 DEFINITIONS

Chapter 3-30-1, Hawaii Administrative Rules, entitled Definitions is amended for housekeeping purposes.

CHAPTER 3-30-8 PARKING FEES AND RATES

Chapter 3-30-8, Hawaii Administrative Rules, Schedule A entitled Monthly Permittee Parking Rates is amended to include the rate for Stall-Sharing.

Chapter 3-30-8, Hawaii Administrative Rules, Schedule B entitled Public Hourly Parking Rates is amended for housekeeping purposes and to increase the charge per day for a lost ticket.

CHAPTER 3-30-12 CANCELLATION OF PARKING PERMIT UPON CHANGE OF WORK SITE

Chapter 3-30-12, Hawaii Administrative Rules, entitled Cancellation of parking permit upon change of work site is amended to include change of work site for a stall-share secondary participant.

CHAPTER 3-30-13 CANCELLATION OF PARKING FOR OFFICIAL LEAVE OF ABSENCE

Chapter 3-30-13, Hawaii Administrative Rules, entitled Cancellation of parking for official leave of absence is amended to include secondary stall-share participant’s request for temporary cancellation of stall-share agreement.

CHAPTER 3-30-14 SPECIAL FUNCTION AND MINIMAL PARKING PERMIT

Chapter 3-30-14, Hawaii Administrative Rules, entitled Special function and minimal parking permit is amended for housekeeping purposes.

CHAPTER 3-30-19 VIOLATIONS AND PENALTIES

Chapter 3-30-19, Hawaii Administrative Rules, entitled Violations and penalties is amended to update information regarding county ordinances for vehicles parked in expired metered stalls or vehicles parked more than the specified time and vehicles parked in prohibited or unauthorized parking areas or without proper decals or permits.

CHAPTER 3-30-XX STALL-SHARING CRITERIA AND RESTRICTIONS

Chapter 3-30-XX, Hawaii Administrative Rules, entitled Stall-sharing criteria and restrictions is added to include the criteria and restrictions for stall-sharing permits.

A public hearing will be held on:

Monday, July 22, 2024, at 10:00am at the Department of Accounting and General Services, Kalanimoku Building, 1151 Punchbowl Street, Conference Room 322C, Honolulu, Hawaii 96813.

This will be an in-person hearing.

Participation in the public hearing will take place by written testimony. All interested persons are invited to attend the in-person hearing and present relevant information to state their views relative to the proposed rules either orally or in writing for the department to consider.

Should written testimony be presented, one (1) copy shall be made available to the presiding officer at the public hearing or within seven (7) days before the hearing to:
