Public Notice Five-Year Review Final Report Popoki Target Area Formerly Used Defense Site (FUDS) Puna District, Island of Hawaii, Hawaii The U.S. Army Corps of Engineers has completed a third five-year review in January 2025 of the remedial action undertaken at the former Popoki Target Area. The purpose of the five-year review was to determine if the remedial action completed in 2011 will continue to be protective of human health and the environment. The 640-acre former Popoki Target Area is located approximately seven miles southeast of Keaau, just off Keaau-Pahoa Road at the south end of the Hawaiian Paradise Park subdivision. The site was used by the U.S. Navy during World War II as a target practice area. The 2011 remedial action removed and disposed of surface and subsurface munitions and explosives of concern in the former bombing target area and maneuver area (approximately 108 acres). The selected remedy includes land use controls through community outreach and a five-year review of the site. This five-year review provides the basis for the Corps’ determination that the remedial action continues to minimize explosive safety hazards and be protective of human health, safety, and the environment.
