NOTICE OF CONSULTATION SECTION 106 OF THE NATIONAL HISTORIC PRESERVATION ACT OF 1966 AS AMENDED (2006) IN HAWAII BELT ROAD GUARDRAIL AND SHOULDER IMPROVEMENTS, VICINITY OF KAAWALII GULCH TO KAULA BRIDGE KAIWIKI AHUPUAA, HAMAKUA MOKU AND OOKALA; HUMUULA; AND KAHOAHUNA, PAANA AHUPUAA, HILO MOKU, ISLAND OF HAWAII FEDERAL-AID PROJECT NO. STP-019-2(085) TAX MAP KEYS: (3)3-6-005:999; 3(3)9-001:999; (3)4-1-001:999 HAWAII BELT ROAD RIGHT-OF-WAY Notice is hereby given that the Federal Highway Administration (FHWA) and State of Hawaii Department of Transportation, Highways Division (HDOT) propose upgrading and installing various guardrail and shoulder safety improvements along Hawaii Belt Road on the Island of Hawaii. This federally funded HDOT project is considered a federal action and undertaking, as defined by Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended (2006). This project is the first phase Hawaii Belt Road Guardrail and Shoulder Improvements which will consist of updating and installing various guardrail and shoulder features along the defined stretch of Hawaii Belt Road right-of-way (ROW). These upgrades will consist of shoulder resurfacing; guardrail improvements, including guardrail end post connection upgrades and bridge crossings; roadway signage and pavement marker upgrades; and installation of milled rumble strips. The Area of Potential Effects (APE) for this project exists along a 2.29-mile segment of Hawaii Belt Road (Route 19) in Hamakua. It begins around milepost 30.05, in the vicinity of Kaula Bridge, and ends around milepost 27.75, in the vicinity of Kaawalii Gulch. The total combined APE proposed is approximately 1,824,675 square feet (42 acres). The width of the APE varies; however, it is located wholly within the ROW of the respective State roadways. All work including staging and stockpiling will occur on the paved surface of the highway. Pursuant to Section 106 of the NHPA, Native Hawaiian organizations and Native Hawaiian descendants with ancestral, lineal, or cultural ties to, cultural and historical property knowledge of, and/or concerns for, and cultural or religious attachment to the proposed project area are requested to contact HDOT. Other individuals and organizations with demonstrated legal, economic or historic preservation interest in the undertaking are asked to contact HDOT and share information you may have on historical and cultural sites that you may have knowledge of within the proposed APE.
