NOTICE OF CONSULTATION SECTION 106 OF THE NATIONAL HISTORIC PRESERVATION ACT OF 1966 AS AMENDED (2006) HAWAII BELT ROAD GUARDRAIL AND SHOULDER IMPROVEMENTS, VICINITY OF KUWAIKAHI STREAM BRIDGE TO KAAWALII GULCH KAHOAHUNA, PAANA; WAIPUNALEI; AND LAUPAHOEHOE, WELOKA AHUPUAA HILO MOKU, ISLAND OF HAWAII FEDERAL-AID PROJECT NO. STP-019-2(086) TAX MAP KEYS: (3)3-5-005:999; (3)3-6-001:008; (3)3-6-001:999; (3)3-6-004:999; (3)3-6-005:999; (3)3-6-010:999; 3-6-011:999 HAWAII BELT ROAD RIGHT-OF-WAY Notice is hereby given that the Federal Highway Administration (FHWA) and State of Hawaii Department of Transportation, Highways Division (HDOT) proposes upgrading and installing various shoulder safety improvements along Hawaii Belt Road on the Island of Hawaii. This federally funded HDOT project is considered a federal action and undertaking, as defined by Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended (2006). This project is a Surface Transportation Program Project and will include: Restriping the pavement to expand shoulder width and reduce lane width; Enhancing the edge striping; Installation of centerline and shoulder rumble strips (in non-residential areas); Installation and replacement of signs, as needed, to improve safety; Resurfacing paved shoulders, as needed. Some resurfaced shoulders may require grade corrections to reduce steepness of slopes that have resulted from previous overlays; and Upgrading guardrails to comply with American Association of State Highway and Transportation Officials (AASHTO) Manual for Assessing Safety Hardware (MASH) standards. The Area of Potential Effects (APE) is a 3-mile segment of Hawaii Belt Road (Route 19) in Hamakua. It begins around milepost 27.75, in the vicinity Kaawailii Gulch, and ends around milepost 24.75, in the vicinity of Kuwaikahi Bridge The total combined APE proposed is approximately 2,290,723 square feet (53 acres). The width of the APE varies; however, the APE at each destination sign is located wholly within the right-of-way (ROW) of the respective State roadways. All work including staging and stockpiling will occur on the paved surface of the highway and shoulders. Pursuant to Section 106 of the NHPA, Native Hawaiian organizations and Native Hawaiian descendants with ancestral, lineal, or cultural ties to, cultural and historical property knowledge of, and/or concerns for, and cultural or religious attachment to the proposed project area are requested to contact HDOT. Other individuals and organizations with demonstrated legal, economic or historic preservation interest in the undertaking are asked to contact HDOT and share information you may have on historical and cultural sites that you may have knowledge of within the proposed APE.
