REQUEST FOR PROPOSALS (RFP) FOR DESIGN BUILD SERVICES MENTAL HEALTH KOKUA HILO HALE RESIDENCE ADA IMPROVEMENTS PROJECT Mental Health Kokua (Owner), a non-profit organization, is soliciting sealed proposals from qualified Hawaii-licensed contractors/architects for a design-build project at one of its East Hawaii residential group homes. The base bid includes the design and conversion of an existing residential bathroom to meet ADA accessibility standards. In addition, bidders are requested to provide an additive alternate bid for the evaluation, design, and modification of the existing wheelchair ramp to meet ADA accessibility standards. All work shall be performed in accordance with the specifications, scope of work, and other requirements set forth herein. Proposals must be received by 4:00 p.m on October 29, 2025. A site visit and inspection of the Project will be held on October 9, 2025 at 10:00 am. The site address is 208 Wainaku Street, Hilo, HI 96720. All prospective Bidders for the Project are strongly advised to attend the site visit and inspection which will address any questions regarding the scope of work for the Project. If a bidder is unable to attend the scheduled pre-bid meeting, an individual appointment may be scheduled upon request by contacting Tyanna Fontes, East Hawaii Services Director at tfontes@mhkhawaii.org. The Bid Specifications Form and all requested information and documentation must be submitted via email to Cordula Diaz, cdiaz@mhkhawaii.org. Bids submitted by interested parties for the Project and received by the deadline will be considered and opened at 680 Iwilei Road Suite 600, Honolulu HI 96817-5393 on, October 29, 2025 (which is subject to change). This project is being funded in whole or in part with federal funds from the Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) Program, as administered by the County of Hawaii. The successful awardee shall be responsible for compliance with all current County, State, and Federal laws, rules and regulations, including without limitation, those mandated by HUD regarding the CDBG Program.
