NOTICE OF CONSULTATION SECTION 106 OF THE NATIONAL HISTORIC PRESERVATION ACT OF 1966 AS AMENDED (2006) HAWAII BELT ROAD, PAHEEHEE STREAM BRIDGE RECONSTRUCTION HONOMU, KOHUA AHUPUAA, HILO MOKU, HAWAII ISLAND FEDERAL-AID PROJECT NUMBER: BR-019-2(084) TAX MAP KEYS: (3) 2-8-015:002, (3) 2-8-015:019, (3) 2-8-015:999 (3) 2-8-017:999 Notice is hereby given that the Federal Highway Administration (FHWA) and the State of Hawaii, Department of Transportation (HDOT) propose to reconstruct Paheehee Stream Bridge, located in Honomu on Hawaii Island, approximately 10 miles north of Hilo. The bridge carries Hawaii Belt Road (Route 19) over Paheehee Stream. This federally funded HDOT project is considered a federal action and undertaking, as defined by Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended (2006). HDOT proposes the Paheehee Stream Bridge Reconstruction project on Hawaii Island. The project will implement a new ~234′-0″ single span bridge superstructure that does not rely on any permanent intermediate support. The new single span bridge superstructure will consist of new metalized and painted steel plate girders, hot-dip galvanized and painted steel cross frames, a jointless cast-in-place concrete deck, concrete sidewalks, an inspection walkway access, and a lifeline system. The project will also implement new steel/elastomeric bearings, MASH compliant bridge railings, drilled shafts and a drilled shaft cap in front of existing abutments with semi-integral backwall, concrete wingwalls and cheek walls, and approach slabs and sleeper slabs. While the existing steel trestle substructure will be removed, the existing concrete foundation footings and pedestals will remain in place. In addition to reconstruction of the Paheehee Stream Bridge, a two-lane bypass bridge will be installed with travel way width limited to 24’0″ and non-MASH compliant guardrails. Reconstruction will also require relocation of the overhead power lines on both the makai and mauka sides of the bridge. Pursuant to Section 106 of the NHPA, Native Hawaiian organizations and Native Hawaiian descendants with ancestral, lineal, or cultural ties to, cultural and historical property knowledge of, and/or concerns for, and cultural or religious attachment to the proposed project area are requested to contact HDOT. Other individuals and organizations with demonstrated legal, economic or historic preservation interest in the undertaking are asked to contact HDOT and share information you may have on historical and cultural sites that you may have knowledge of within the proposed APE. We welcome any information within 30 days of notice. Interested participants are requested to contact Mr. Evan Kimoto at evan.kimoto@hawaii.gov or by U.S. Postal Service to: Evan Kimoto at Department of Transportation, 601 Kamokila Boulevard Room 609, Kapolei, Hawaii 96707.
