NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS November 7, 2025 Josh Green M.D., Governor, State of Hawai’i These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Hawai’i Public Housing Authority. REQUEST FOR RELEASE OF FUNDS On or about November 25, 2025 the Governor of Hawai’i, Josh Green will authorize the Hawai’i Public Housing Authority to submit a request to HUD for the release of Project-Based Voucher funds under Section 8 of the Quality Housing and Work Responsibility Act of 1998, as amended by the Fiscal Year 2001 Appropriations Act; the Housing and Economic Recovery Act of 2008; the Economic Growth, Regulatory Relief, and Consumer Protection Act (EGA); the Fostering Stable Housing Opportunities (FSHO) amendments; and the Housing Opportunity Through Modernization Act of 2016 (HOTMA), to undertake a project known as Ka Lei Momi Lanakila Homes Affordable Housing for the purpose of new construction and onsite infrastructure for 22 three-story walk-up buildings containing 258 affordable multi-family rental units (representing a net increase of 258 homes from the currently vacant condition) for households earning between 30-60% of the Area Median Income (AMI). Two of the buildings will contain community rooms on the first floor. The action will include the development of 378 parking stalls, children’s playground, dog park, laundry facilities, and community gathering areas. Construction is estimated to be completed in 1.5 years, occurring in Mid-2027 to Late 2028. The project site is approximately 9.5 acres in area. It is located at TMK: (3) 2-4-028:007(por.). The 9.5 acre site is in Hilo, Hawai’i and bounded by Wailoa Street, Ululani Street, St. Joseph School, St. Joseph’s High School, undeveloped land, and single-family residential to the north; single-family residential to the east; Hilo Higashi Hongwanji Mission, single-family residential, Arakaki Physical Therapy, and United Community Church to the south; and Akahi Street, Kapiolani Street, Ipuka Street, Hema Street, and existing Lanakila Homes to the west. The estimated funding amount is $1,559,189 annually. FINDING OF NO SIGNIFICANT IMPACT The Governor of Hawai’i, Josh Green has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to the Hawai’i Public Housing Authority at brian.m.davidson@hawaii.gov . All comments received by November 24, 2025 will be considered by the Responsible Entity, the Governor of Hawai’i prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing. ENVIRONMENTAL CERTIFICATION The State of Hawai’i certifies to HUD that Governor Josh Green in his capacity as Governor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Hawai’i Public Housing Authority to use Program funds. OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to its release of fund and the State of Hawai’i certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the State of Hawai’i; (b) the Governor of Hawai’i has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD at HUD Honolulu Field Office at 1003 Bishop Street, Suite 2100, Honolulu, HI 96813 or by email at OPHHonolulu@hud.gov.
