If mailing an application, it must be post-marked by December 15, 2025. After the waiting list closes, a random selection by lottery of all applications determines position on the waiting list. The date and time of receipt of the applcation has no bearing on it’s position on the waiting list. The Office of Housing and Community Development (OHCD) administers the Project-Based Voucher Program with federal funds received from the U.S. Department of Housing and Urban Development (HUD) and provides rental assistance to very-low-income families. Ouli Ekahi is awarded B Project-Based Voucher (PBV) Units Occupancy for 8 units anticipated in May 2026 OHCD determines eligibility for the Project-Based Voucher (PBV) program based on the total gross income and family size. Eligibility is also limited to US citizens and specific categories of non citizens with eligible immigration status. In general, the family’s income may not exceed 60% of the Area Median Income (AMI) by Hawaii County: Household 3 4 5 6 7 8+ Size 60%AMI $65,340 $72,540 $78,360 $84,180 $90,000 $95,760 Only applications received by December 15, 2025 or post-marked by December 15, 2025 at the latest will be included in the initial lottery. Any application not selected in the initial lottery, along with any application received or post-marked after December 15, 2025, will be placed on the program’s waitlist based on the date, and time the application was received.
