NOTICE OF PUBLIC HEARING The Hawaii Public Housing Authority (HPHA), Department of Human Services, hereby provides notice that it will hold a public hearing on its Moving to Work Demonstration Program Plan and Application. Background: Moving to Work (MTW) is a demonstration program for public housing authorities (PHAs) that provides them the opportunity to design and test innovative, locally-designed strategies to streamline and simplify their programs, support resident self-sufficiency, and increase housing choices for low-income families. HPHA will submit an MTW Plan and Application to the U.S. Department of Housing and Urban Development (HUD) to participate in the MTW Demonstration under the Landlord Incentives Cohort. If selected for the MTW Demonstration under the Landlord Incentives Cohort, HPHA would provide incentives to landlords designed to attract or increase the number of landlords in the HCV program, which would provide more housing options for voucher holders. Pursuant to HUD Notice PIH 2021-03, the HPHA will hold a public hearing to discuss its draft MTW Plan and Landlord Incentives Activities Information and invite public comment. Public Review: The HPHA’s draft MTW Plan and Landlord Incentive Activities Information will be available for public inspection and comment for 30 days between August 16, 2021 and September 15, 2021. Written comments must be received by September 15, 2021 for consideration. The HPHA’s draft MTW Plan and Landlord Incentive Activities Information can be viewed on HPHA’s website at www.hpha.hawaii.gov/mtw, and is available for public viewing at the HPHA and site management offices at the following locations between 7:45a.m. to 4:30p.m. HPHA’s Administrative and Section 8 Offices, 1002 N. All interested persons are invited to provide comments relating to the HPHA’s draft MTW Plan and Landlord Incentive Activities Information either orally or in writing. Oral comments should be presented at the public hearing. All oral and written testimony presented at the public hearing will be considered in preparing the HPHA’s MTW Plan and Application Package. Persons who cannot attend the hearing and prefer not to provide written comments may phone (808) 436-7183 and leave their comments as a voicemail message. Written comments may be presented to the presiding officer at the public hearing, or mailed to the Hawaii Public Housing Authority, Attention: MTW Plan, at 1002 North School Street, Honolulu, Hawaii 96817. Written comments not presented at the public hearing should be received at the HPHA office in Honolulu by 4:30 p.m. Wednesday, September 15, 2021. Any person requiring assistance to participate, such as large print, taped materials, interpreters for sign language or limited English proficiency, etc., should make a request to HPHA at least ten working days prior to the Public Hearing in order to allow time to make arrangements.
