ADMINISTRATOR
City & County of Honolulu
Appointed Non-Civil Service Position
Salary Range: $111,072 – $147,990

Responsible for the overall administration of the Honolulu Liquor Commission, including the effective management and development of organizational structures, personnel and budgets, continuous innovation and improvement to the licensing process, and oversight over licensing and field operations to ensure fair and impartial investigations, all with a goal of providing outstanding services to licensees and the general public. The position reports to and is under the direct supervision of the Chairperson of the Liquor Commission and other Commissioners. The Commission’s jurisdiction, function, and powers are prescribed in Section 281-17, Hawaii Revised Statues.

Minimum Qualifications

At a minimum, applicants must have:
A combination of (1) education and experience substantially equivalent to graduation from an accredited college or university with major work in business, or public administration, or a closely related field; and (2) five years of progressively responsible general administrative experience, two of which must have been in a managerial capacity.

Managerial work experience to include planning, developing, analyzing, administering and implementing policies, procedures, rules and regulations for a major program of significant size and scope.

Knowledge of principles and practices of public administration, organization and management; the liquor laws of Hawaii, and rules and regulations of the Honolulu Liquor Commission; principles of governmental accounting and budgeting; business and financial practices and procedures; public and media relations; investigative methods and procedures; and report writing.

The selected applicant shall be a citizen of the United States and a resident of the State of Hawaii for at least one year immediately preceding their appointment.

Preferred Experience

Working knowledge and experience with Hawaii’s liquor industry organizations, operations, practices; media and public outreach/relations; testifying at administrative, legislative, public and City & County hearings. Knowledge of Federal, State, and County laws, rules and regulations which govern the liquor industry of Hawaii is desirable.

A valid driver’s license (Category 3) is preferred, but not required.

The successful applicant must demonstrate fairness, impartiality, accountability, and transparency in administering the liquor laws of the State of Hawaii and the Rules of the Liquor Commission, and possess good judgment and the highest ethical standards.
