COUNTY OF HAWAII DRAFT 2023 ACTION PLAN (AP) for
2020-2024 CONSOLIDATED PLAN (CP) AND AMENDMENT TO THE
2019 ACTION PLAN FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAMS WITH THE U.S DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT (HUD)
Pursuant to 24 CFR Part 91, the County of Hawaii’s Office of Housing and Community Development (OHCD) has developed and published its draft 2023 Action Plan (AP) for the HUD’s Community Development Block Grant (CDBG) Program and is providing affected citizens an opportunity to examine its contents and to submit comments on the draft AP.
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM
The County of Hawaii anticipates that the County’s total 2023 CDBG allocation is $2,600,000.00. This amount is an approximation, and the County will proportionally adjust its proposed project funding levels by increasing or decreasing the actual project amounts to the actual funds received. In addition, the County also anticipates receiving $100,000.00 of program income from the Residential Emergency Repair for a total $2,700,000.00 of CDBG monies. To meet the County’s five (5) year CP, Priorities and Objectives, the following projects will be included in the 2023 Action Plan.

The CDBG project amount for all projects may change to accommodate the actual amount of grant funds or program income received or if there are any cancelled project(s) or reprogramming of CDBG funds. In its efforts to expedite and timely implement its projects, the Public is advised that the County of Hawaii may utilize County funds for the Kau and Puna Volunteer Fire Station Brush Truck Acquisition project to incur pre-award cost under the CDBG program that will not exceed 25% of current CDBG allocation. This is in accordance with the CDBG regulations 24 CFR 570.200(h)(1), Reimbursement for pre-award costs.
AMENDMENTS TO 2019 ACTION PLAN FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT-CORONAVIRUS (CDBG-CV2 AND CDBG CV3) PROGRAM FUNDS
The County is required by its approved Citizen Participation Plan to publish amendments to the County’s Action Plan and to notify citizens of these amendments and its availability to submit comments. The proposed amendment is a result of excess CDBG-CV2 funds from the Boys and Girls of Club of the Big Island – Mobile Youth Outreach Service project and the request for additional funding by the Na Kahua Hale O Ulu Wini – Community Center (Laundry and Kitchen) Improvement project.
The OHCD will amend its 2019 Action Plan with HUD by reprogramming and transferring the excess $92,940.09 of CDBG-CV2 funds from the BGCBI-Mobile Youth Outreach Service project for an amended total project amount of $283,059.91. The OHCD will transfer the excess funds to the 2020 CDBG-CV2&3 Na Kahua Hale O Ulu Wini – Community Center Improvement project for an amended total of $267,940.09 of CDBG-CV2 funding.
PUBLIC COMMENT PERIOD
The draft 2023 AP and proposed amendment matrix for the CDBG-CV2 funds will be available for public review and comment from February 6, 2023 to March 8, 2023 at the following locations, Monday through Friday, 7:45 a.m. to 4:30 p.m., except on holidays and on the County of Hawaii’s OHCD Website:

Persons, particularly those who are of low and moderate income, are encouraged to submit their comments regarding the activity or activities that are being proposed in their area.
The OHCD will consider any comments and views expressed by citizens on the draft 2023 AP and may modify the plan if it deems appropriate.
Citizens who wish to comment on the draft AP and/or the 2019 Amendment must submit their comments in writing or fax (808/961-8685) to the OHCD by March 8, 2023, in order for the Hawaii County Housing Agency (HCHA), Finance Committee and Hawaii County Council to consider them in their approval of the final 2023 AP. The Hawaii County Housing Agency, Finance Committee and Hawaii County Council will be meeting on April 4, 2023 and April 19, 2023 respectively.
As required by the Housing and Community Development Act of 1974, a Plan to Minimize Displacement and the County’s Final Annual Community Assessment Report for its program year 2021 with HUD will also be available for public review at the OHCD in Hilo and Kailua-Kona.
