DEPARTMENT OF LAW ENFORCEMENT

PROPOSED ADOPTION OF CHAPTER 24-1000, HAWAII ADMINISTRATIVE RULES, ENTITLED "ADDRESS CONFIDENTIALITY PROGRAM"

Pursuant to Chapter 91, Hawaii Revised Statutes (HRS), notice is hereby given that the Department of Law Enforcement (DLE) will hold a public hearing as follows:

Background: The purpose of the proposed rules are to provide standards and procedures for participation in the Address Confidentiality Program set forth in chapter 801G, HRS. The program assists survivors of domestic abuse, a sexual assault, or stalking to keep their residential, employment, or school address confidential in state and county agency records.

All interested persons are invited to attend the public hearing to state their views, orally and/or in writing on the proposed rules for adoption. All comments received will be reviewed by the DLE, and subsequent amendments may be considered, if appropriate.

Written comments may be postal mailed to: Address Confidentiality Program, Department of Law Enforcement, 715 So. King Street, #505, Honolulu, Hawaii 96813, or by electronic mail to law.addressconfidentiality@hawaii.gov. Written comments should include the author’s name and agency or organization that the author represents, if any. Written comments will be accepted at any time until the close of the hearing.

Remote Access to Hearing: The public may provide oral testimony in person at the hearing or remotely via Microsoft Teams using the following link: www.microsoft.com/en-us/microsoft-teams/join-a-meeting. When prompted, enter the Meeting ID: 242 358 650 040 and the Password: tG4edF. If appearing remotely, DLE requests that meeting participants change the display on their device to show their first and last name.

Public Viewing: A copy of the proposed Chapter 24-1000, HAR, are available for public viewing on the DLE website at www.law.hawaii.gov. The proposed rules may also be reviewed in person at the DLE administrative offices at 715 So. King St.#505. Please email law.addressconfidentiality@hawaii.gov or call (808) 587-5054 to arrange your visit.

An electronic copy of the proposed rules will be emailed at no charge upon request to law.addressconfidentiality@hawaii.gov. A paper copy of the rules can also be postal mailed with a cost of ten cents per page, plus mailing costs. Requests may be made in writing via electronic mail at law.addressconfidentiality@hawaii.gov or postal mailed to the DLE administrative offices at 715 So. King Street #505.
