PUBLIC NOTICE – COUNTY OF HAWAI’I
COMMUNITY DEVELOPMENT BLOCK GRANT –
DISASTER RECOVERY (CDBG-DR) PROGRAM
The County of Hawai’i Planning Department (“Department”) administers $107,561,000 from the U.S. Department of Housing and Urban Development (HUD) through the Community Development Block Grant – Disaster Recovery (CDBG-DR) program.
The Department hereby publicly discloses that Bryson Kuwahara has applied for assistance under the Voluntary Housing Buyout Program funded by the CDBG-DR grant. Mr. Kuwahara has disclosed a business relationship with an employee of the County of Hawai’i who is a covered person under HUD regulation 24 CFR 570.611(c).
Said applicant has been determined to be eligible for disaster assistance under the Voluntary Housing Buyout Program due to the impacts to real property owned by Mr. Kuwahara from the 2018 Kilauea volcanic eruption. Mr. Kuwahara is not an employee of the County of Hawai’i and shall not be involved in the processing of any application for CDBG-DR disaster assistance.
The Department discloses this possible conflict of interest pursuant to 24 CFR 570.611 in order to allow any interested persons to comment before the application is considered for an exception under the applicable conflict of interest regulations.
