NOTICE IS HEREBY GIVEN that the Hawaii Public Housing Authority (HPHA) in accordance with regulations outlined by the U.S. Department of
Housing and Urban Development (HUD) and the HPHA's Federal Public Housing Admissions and Continued Occupancy Policy (ACOP), will open the
waiting list for low-income applicants with a preference for the federal public housing program on Oahu. The lists will be open for 11 days from
8:00 am on Friday, February 10, 2023, through 4:00 pm on Monday, February 20, 2023.
Online applications will be accepted from eligible applicants with the following preference: (1) Involuntarily Displaced by a disaster,
government action, or action of housing owner for reasons beyond the applicant's control and despite the applicant meeting conditions of
occupancy (excluding increase in rent); (2) Victim of Domestic Violence who is participating in a program with case management through a
domestic violence shelter, program or clearinghouse; or (3) Homeless person participating in a federally or state funded homeless shelter or
program and are in compliance with a social service plan. The HPHA will be opening the Federal Public Housing waiting list to applicants with a
preference.
HPHA has adopted a lottery/random selection policy. Following the closing of the waitlist, HPHA will randomly select 750 applicants to be placed
on the waiting list. The order of all applicants selected to be on the waiting list will be by random selection.
Applications will be active for 18 months from the date of placement on the waiting list and will then expire.
The HPHA will open the waiting list and accept online applications from eligible applicants who meet the following bedroom sizes:
Honolulu, Oahu (Ka'ahumanu Homes, Kalakaua Homes, Kalihi Valley Homes, Kamehameha Homes, Kuhio Homes, Mayor Wright Homes, Palolo
Valley Homes, Punchbowl Homes, Pu'uwai Momi, Salt Lake Apartments, Spencer House, Kalanihuia, Makamae, Makua Ali'i, Paoakalani, and
Pumehana).
1-bedroom, 2-bedroom, 3-bedroom and 4-bedroom units
62 years old and older or a person with a disability: Studios (1 person)
Leeward, Oahu (Hale Laulima, Kau'iokalani, Maili I & II, Nanakuli Homes, Waimaha-Sunfl ower, and Waipahu I & II)
1-bedroom, 2-bedroom and 3-bedroom units

How do I submit an application? Applications can only be submitted online. Devices such as mobile phones and tablets with Internet access
may be used; however, not all operating systems support this application. No applications will be accepted at the HPHA's offi ce.
1. Be prepared by having the names, dates of birth, and social security numbers available for all persons who will be listed on your
application. You will need to know the monthly gross income (before taxes) for each source of income for all persons listed on your
application. You must list all the sources of income individually.
2. Complete the application online at www.hpha.hawaii.gov or www.hphaishereforyou.org by clicking on "Apply Online Here".
3. Applications submitted before or after the waiting list opening period will be automatically rejected and not accepted by the HPHA.
Applications not fully completed (i.e., in the middle of submission) prior to the closing will be rejected.
4. Print your receipt, take a picture of, or write down your Application Confi rmation Number. A confi rmation receipt is issued
immediately after the application is submitted. Print and save this confi rmation.
Applicants can only apply for one waiting list. No duplicate applications will be accepted. Any duplicate applications with same or similar
household members will have both applications denied. Prior to adding any households to the waiting list, the HPHA will conduct extensive
crosschecks to remove duplicate applications. Submitting a duplicate application will not improve your chances of being selected and can
signifi cantly delay housing for other applicants.
Does submitting an application mean I'm on the waiting list? Following the closing of the waiting list, HPHA will assign a position number and
the applicant will be placed on the applicable area waiting list unless rejected due to reasons listed above.
There is no fee or charge to apply for housing. Applicants are encouraged to immediately report any individual or organization who attempts to
charge a fee for completion of the HPHA's application process. Applicants should not respond to any fraudulent requests for an application fee.
Organizations that may be able to assist with the application process are Parents and Children Together (PACT), We are Oceania, Helping Hands
Hawaii, Honolulu Community Action Program (HCAP), and Aloha United Way.

Pursuant to 24 CFR Part 91, the County of Hawaii's Office of Housing and Community Development (OHCD) has developed and published its draft 2023 Action Plan (AP) for the HUD's Community Development Block Grant (CDBG) Program and is providing affected citizens an opportunity to examine its contents and to submit comments on the draft AP.

COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM

The County of Hawaii anticipates that the County's total 2023 CDBG allocation is $2,600,000.00. This amount is an approximation, and the County will proportionally adjust its proposed project funding levels by increasing or decreasing the actual project amounts to the actual funds received. In addition, the County also anticipates receiving $100,000.00 of program income from the Residential Emergency Repair for a total $2,700,000.00 of CDBG monies. To meet the County's five (5) year CP, Priorities and Objectives, the following projects will be included in the 2023 Action Plan.

The CDBG project amount for all projects may change to accommodate the actual amount of grant funds or program income received or if there are any cancelled project(s) or reprogramming of CDBG funds. In its efforts to expedite and timely implement its projects, the Public is advised that the County of Hawaii may utilize County funds for the Kau and Puna Volunteer Fire Station Brush Truck Acquisition project to incur pre-award cost under the CDBG program that will not exceed 25% of current CDBG allocation. This is in accordance with the CDBG regulations 24 CFR 570.200(h)(1), Reimbursement for pre-award costs.

AMENDMENTS TO 2019 ACTION PLAN FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT-CORONAVIRUS (CDBG-CV2 AND CDBG CV3) PROGRAM FUNDS

The County is required by its approved Citizen Participation Plan to publish amendments to the County's Action Plan and to notify citizens of these amendments and its availability to submit comments. The proposed amendment is a result of excess CDBG-CV2 funds from the Boys and Girls of Club of the Big Island – Mobile Youth Outreach Service project and the request for additional funding by the Na Kahua Hale O Ulu Wini – Community Center (Laundry and Kitchen) Improvement project.

The OHCD will amend its 2019 Action Plan with HUD by reprogramming and transferring the excess $92,940.09 of CDBG-CV2 funds from the BGCBI-Mobile Youth Outreach Service project for an amended total project amount of $283,059.91. The OHCD will transfer the excess funds to the 2020 CDBG-CV2&3 Na Kahua Hale O Ulu Wini – Community Center Improvement project for an amended total of $267,940.09 of CDBG-CV2 funding.

PUBLIC COMMENT PERIOD

The draft 2023 AP and proposed amendment matrix for the CDBG-CV2 funds will be available for public review and comment from February 6, 2023 to March 8, 2023 at the following locations, Monday through Friday, 7:45 a.m. to 4:30 p.m., except on holidays and on the County of Hawaii's OHCD Website:

The OHCD will consider any comments and views expressed by citizens on the draft 2023 AP and may modify the plan if it deems appropriate.

Citizens who wish to comment on the draft AP and/or the 2019 Amendment must submit their comments in writing or fax (808/961-8685) to the OHCD by March 8, 2023, in order for the Hawaii County Housing Agency (HCHA), Finance Committee and Hawaii County Council to consider them in their approval of the final 2023 AP. The Hawaii County Housing Agency, Finance Committee and Hawaii County Council will be meeting on April 4, 2023 and April 19, 2023 respectively.

As required by the Housing and Community Development Act of 1974, a Plan to Minimize Displacement and the County's Final Annual Community Assessment Report for its program year 2021 with HUD will also be available for public review at the OHCD in Hilo and Kailua-Kona.

AMENDMENTS TO 2019 ACTION PLAN FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT-CORONAVIRUS (CDBG-CV2 AND CDBG CV3) PROGRAM FUNDS

The County is required by its approved Citizen Participation Plan to publish amendments to the County's Action Plan and to notify citizens of these amendments and its availability to submit comments. The proposed amendment is a result of excess CDBG-CV2 funds from the Boys and Girls of Club of the Big Island – Mobile Youth Outreach Service project and the request for additional funding by the Na Kahua Hale O Ulu Wini – Community Center (Laundry and Kitchen) Improvement project.

The OHCD will amend its 2019 Action Plan with HUD by reprogramming and transferring the excess $92,940.09 of CDBG-CV2 funds from the BGCBI-Mobile Youth Outreach Service project for an amended total project amount of $283,059.91. The OHCD will transfer the excess funds to the 2020 CDBG-CV2&3 Na Kahua Hale O Ulu Wini – Community Center Improvement project for an amended total of $267,940.09 of CDBG-CV2 funding.

PUBLIC COMMENT PERIOD

The draft 2023 AP and proposed amendment matrix for the CDBG-CV2 funds will be available for public review and comment from February 6, 2023 to March 8, 2023 at the following locations, Monday through Friday, 7:45 a.m. to 4:30 p.m., except on holidays and on the County of Hawaii's OHCD Website:

Persons, particularly those who are of low and moderate income, are encouraged to submit their comments regarding the activity or activities that are being proposed in their area.

The OHCD will consider any comments and views expressed by citizens on the draft 2023 AP and may modify the plan if it deems appropriate.

Citizens who wish to comment on the draft AP and/or the 2019 Amendment must submit their comments in writing or fax (808/961-8685) to the OHCD by March 8, 2023, in order for the Hawaii County Housing Agency (HCHA), Finance Committee and Hawaii County Council to consider them in their approval of the final 2023 AP. The Hawaii County Housing Agency, Finance Committee and Hawaii County Council will be meeting on April 4, 2023 and April 19, 2023 respectively.

As required by the Housing and Community Development Act of 1974, a Plan to Minimize Displacement and the County's Final Annual Community Assessment Report for its program year 2021 with HUD will also be available for public review at the OHCD in Hilo and Kailua-Kona.

NOMINATIONS FOR A COMMISSION MEMBER TO THE
STATE COMMISSION ON WATER RESOURCE MANAGEMENT

The Nominating Committee for the State Commission on Water Resource Management ("Commission") is accepting applications for one (1) position on the Commission which is anticipated to become available after the term expires on June 30, 2023. The new term for the Commissioner will begin upon the vacancy and run for four (4) years, expiring on June 30, 2027. The Nominating Committee will review the applications and interview applicants to nominate a list of at least three (3) individuals deemed qualified according to Hawaii Revised Statutes (HRS) § 174C-7(b), for the vacant position to send to the Governor for consideration. The person selected for appointment by the Governor is subject to confirmation by the State Senate.

The Commission has exclusive jurisdiction and final authority over matters relating to the implementation and administration of the State Water Code (HRS Chapter 174C), except as otherwise provided in the chapter. The Governor appoints five (5) of the seven (7) members to the Commission under the process indicated in HRS § 174C-7. The two (2) remaining commissioners are ex-officio voting members – the Chairperson of the Board of Land and Natural Resources who serves as the Chairperson of the Commission and the Director of the Department of Health, also appointed by the Governor, or the Director's designee.

State law requires that each member selected by the Nominating Committee have
"substantial experience in the area of water resource management". HRS § 174C-7(b).

Commission members serve a four-year term without pay, although certain expenses necessary for the performance of their duties, such as travel, are reimbursed.
