Bids will be evaluated on the basis of the Bid Proposal, The Island of Hawai’i YMCA procurement policy and a determination of a qualified General Contractor Licensed in the State of Hawai’i that is most advantageous to the YMCA for the purposes of the Grant-In-Aid.
