LEAD ABATEMENT AT KUHIO HOMES Removal of lead-based paint at dwelling units. KALANIHUIA UPGRADE TRASH CHUTES Upgrade to trash chutes for accessibility and fire code compliance. KALANIHUIA SITE IMPROVEMENTS, SECURITY AND ACCESSIBILITY Site and building improvements including but not limited to hazmat remediation, site accessibility improvements, painting, fencing, paving, conversion to ADA units and plumbing electrical, kitchens, bathrooms for 151 units. KALIHI VALLEY HOMES SITE AND DWELLING IMPROVEMENTS Site and dwelling improvements included but not limited to hazardous abatement, roofing, electrical, plumbing, kitchens, bathrooms, flooring, painting, sitework and utilities to 63 units. KANEOHE APARTMENTS BUILDING&SITE IMPROVEMENTS Building and site improvements to include but not limited to window replacement, CMU site wall replacement, roofing and plumbing. NANAKULI HOMES DEMO/DISPOSITION Selective demolition of interior and exterior renovation required for all units including all site utilities and site amenities. PALOLO VALLEY HOMES SITE AND DWELLING IMPROVEMENTS, PHASE 5 Site and building improvements to include but not limited to hazardous abatement, utility replacement, sitework, fencing, roofing, painting, kitchens, bathrooms, interior repairs, plumbing and electrical in 24 dwelling units. PUNCHBOWL HOMES MAJOR MODERNIZATION Site and building improvements to include but not limited to hazardous abatement, kitchens, bathrooms, interior finishes, doors, windows, signage, plumbing, electrical and lighting for 106 dwelling units and nonresidential spaces. County of Hawaii HALE HOOKIPA REROOFING AND EXTERIOR IMPROVEMENTS Exterior building improvements including but not limited to re-roofing 7 residential buildings and the Community Center. HALE HOOKIPA SITE AND BUILDING IMPROVEMENTS Modernization to include but not limited to repairs to site utilities, upgrades to ADA units and full interior renovation to 32 units. KAIMALINO INTERIOR AND EXTERIOR WORK Modernization to include but not limited to reroofing, site utilities, repaving, retaining walls, ADA upgrades and interior renovation to 40 units. All comments received by December 2, 2021 (seven (7) calendar days) will be considered by the State of Hawaii prior to submission of a request for release of funds. RELEASE OF FUNDS The State of Hawaii certifies to the HUD that the Honorable David Y. Ige, in his capacity as the Governor of the State of Hawaii, has consented to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities will be satisfied. The HUD’s acceptance of the certification satisfies its responsibilities under NEPA and allows the HPHA to use Program funds. OBJECTIONS TO RELEASE OF FUNDS Mr. Jesse Wu, Director, Office of Public Housing, Honolulu Field Office at (808) 457-4668, will accept objections to its release of funds and the State of Hawaii’s certification for a period of 15 calendar days following the anticipated submission date or its actual receipt of the request (whichever is later) only if it is based upon one of the following: (a) the certification was not executed by the Certifying Officer of the State of Hawaii; (b) the State of Hawaii has omitted a step or failed to make a decision or finding required by the HUD regulations at 24 CFR Part 58; (c) the grant recipient has incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to the HUD by email at jesse.wu@hud.gov.
