NOTICE OF PUBLIC HEARING Pursuant to Sections 91-2 and 92-41, Hawaii Revised Statutes, the Hawaii Public Housing Authority (HPHA), Department of Human Services, hereby provides notice that it will hold public hearings on the proposed changes to Chapter 17-2028, "Federally-Assisted Public Housing Projects", Hawaii Administrative Rules (HAR) Background: Federal regulations provide that requests for relief from surcharges for excess consumption of PHA-purchased utilities, or from payment of utility supplier billings in excess of the allowances for resident-purchased utilities affecting utility usage not within the control of the resident, may be granted by the PHA on reasonable grounds as the PHA (...)
